摘要
美国国会议员的政治行为具有独立性、不确定性和可塑性,进而影响着美国总统制定对华政策的权威性、连贯性和统一性,使中美关系的发展增加了很多不确定因素,但同时也为我国把握中美关系的主动权提供了有利"平台"。当前我们应重视对美国国会议员政治行为的对策性研究,建立美国国会议员数据库和议员行为反应预警机制,探讨影响美国国会议员行为的最佳途径,以加强我国外交决策的主动性。
Independence, uncertainty, and adaptability characterizes the individual political action of the US congressman. These characteristics influence the authority, continuity, and unity of the US presidents policy toward China, which adds more uncertainty to the development of SinoUS relations. But they also provide more space for China to hold the initiatives when developing SinoUS relations. Therefore we should pay more attention to the research in this field such as establishing database for the US congressmen and form a rough predictable system for their action. It is also necessary for us to study the factors that influence the US congressmen most and thus find out the most effective way to work on them. In this way China will have more initiative in foreign policy making.
