摘要
借鉴安全生产领域的事故致因理论,结合监狱安全管理和监管安全事故的特点,以阻断狱内犯罪条件为视角,构建监管安全事故"四因素致因理论"——失去控制的时间空间、工具、信息和管理缺陷。据此,以控制指向与途径为依据,监管安全事故防范有"五种控制方法":组织控制、物理控制、信息控制、心理控制和事态控制。
Drawing lessons from the accident-causing theory in the field of safety production, combining with the characteristics of prison safety management and supervision of safety accidents, and from the perspective of interrupting the conditions of crime in prison, this paper constructs the 'four-factor-causing theory' of supervision of safety accidents, i.e., time and space out of control, tools, information and management defects. Accordingly, based on the direction and approach of control, there are five control methods for safety accident prevention: organization control, physical control, information control, psychological control and state control.
