摘要
工程控制技术主要是利用工程措施将污染物封存在原地,限制污染物迁移,切断暴露途径,降低污染物的暴露风险,保护受体安全。工程控制技术在国外污染场地的应用比例逐渐提高,而国内的污染场地修复处在初期阶段,存在过度修复等问题,根据超级基金制度发展的经验,中国污染场地问题亟待发展经济合理的工程控制措施。以某化工厂搬迁场地风险控制为例,从实施的可行性、成本、时间、风险控制的有效性等方面进行工程控制技术应用研究,以期为工程控制技术在国内的实施提供依据。
Engineering control technology is the method that pollutants will be sealed in situ by engineering measures,and pollutant migration will be limited,pollutant exposure route will be cut off,pollutant exposure risk will be reduced,receptor' s safety will be protected. Application of engineering control technology in foreign counties in contaminated sites increases gradually,however,the contaminated sites remediation is still in early stages in China,and there are excessive remediation problems. According to the development of super fund experience,engineering control technology is a economic measure that used in contaminated site remediation,and will be developed urgently in China. A chemical plant sites risk control was taken as example,the validity,feasibility,cost,duration,risk control of the engineering control was researched,in order to provide basis for the engineering control technology in the domestic implementation.
