摘要
作为电力市场体系的重要组成部分,电力中长期交易具有对冲电力现货市场价格风险、促进可再生能源和新型技术发展等诸多作用。近年来,随着可再生能源在电力系统中的渗透率逐渐提高,电力系统运行机理发生变化,电力中长期交易的受关注程度再次得到提升。然而,传统的中长期交易存在相关概念不统一、体系结构不完善、理论不成熟等问题,一定程度上也无法满足高比例可再生能源的发展要求。因此,该文对中长期交易的相关概念进行了梳理,在提炼国内外电力中长期交易共同特征的基础上,尝试提出广义电力中长期交易的定义,构建面向市场运行优化和面向市场结构优化的广义中长期交易架构体系,实现高比例可再生能源下电力中长期交易体系的完善。进一步,基于上述交易体系分类介绍电力中长期交易的发展现状,前瞻性地讨论高比例可再生能源电力系统下中长期合约机制设计关键问题;最后,展望中国未来电力中长期交易建设方向,以期为中国新型电力系统下的新型电力市场建设提供有益参考。
The medium-and long-term electricity transactions are important to the electricity market.It has many functions,such as hedging the price risk of the electricity spot market,improving the system capacity adequacy,and promoting the development of renewable energy and new technologies.In recent years,with the gradual increase in the proportion of renewable energy,medium-and long-term electricity transactions have received widespread attention.However,there exist problems in traditional medium-and long-term transactions such as inconsistent concepts,incomplete framework and immature theories,and cannot meet the development requirements of a high proportion of renewable energy.Therefore,based on distilling common characteristics of domestic and international medium-and long-term electricity transactions,this paper attempts to propose a generalized definition of these transactions and construct an architectural framework for generalized mediumand long-term transactions oriented towards market operation optimization and market structure optimization.Built upon this framework,it introduces the current development of mediumand long-term electricity transactions,discusses key issues in designing contract mechanisms for high-proportion renewable energy power systems,and finally outlines the future direction of medium-and long-term electricity transactions in China.It is hoped that this review could provide a reference for the development of new power system in China.
