摘要
随着数智时代的到来,政府回应民意的方式逐步向数智化转型,政府数智回应的效能直接影响公众对政府的信任水平。数智回应不仅能从整体上提升政府信任,更在微观层面促进了政府信任从基础层面向更高阶段的发展。从信任发展的视角,可以将政府信任划分为基础型信任、计算型信任、了解型信任和认同型信任等四种类型,不同的政府信任类型呈现出从被动接受到主动认同、从制度依赖到价值内化的递进特征。基于数智回应的核心环节、运行机制、运转动力,可以将数智回应的关键流程划分为输入环节、输出环节、传导环节和协同环节。输入环节的程序规范、输出环节的回应高效、传导环节的过程透明和协同环节的参与广泛对政府信任产生重要影响,具体表现为:程序规范依托制度保障生成基础型信任,回应高效通过理性计算形成计算型信任,过程透明促进认知对称建构了解型信任,参与广泛激发价值共鸣建立认同型信任。要彻底释放数智回应的多层政府信任效应,不能仅追求技术迭代或形式创新,更应注重信任层级构建的渐进性和复杂性。因此,要从加强规范建设、提升回应能力、加大公开力度、鼓励多方参与等方面提升政府数智回应的有效性,以不断增强政府信任,建设人民满意的服务型政府。
With the advent of the digital-intelligent age,government response to public opinion is un-dergoing a digital-intelligent transformation.Its effectiveness directly impacts public trust in government.Digital-intelligent response of government not only enhances government trust holistically,but also pro-motes its dynamic progression from foundational to advanced levels at the micro dimension.From the per-spective of trust development,this article categorizes government trust into four progressively deepening types:institutional-based trust,calculation-based trust,knowledge-based trust,and identity-based trust.Different types of government trust exhibit a progressive characteristic,evolving from passive accept-ance to active identification,and from institutional dependence to value internalization.Based on the core components,operational mechanisms,and driving forces of the digital-intelligent response,the key com-ponents of the digital-intelligent response process can be summarized as the input component,output component,transmission component,and collaborative component.Examining the entire process of digit-al-intelligent responsiveness,it identifies procedural standardization in the input phase,response effi-ciency in the output phase,process transparency in the transmission phase,and broad participation in the collaboration phase as key factors influencing government trust.Specifically,procedural standardization relies on institutional mechanisms to generate institutional-based trust;response efficiency forms calcula-tion-based trust through rational calculation;process transparency constructs knowledge-based trust by promoting cognitive symmetry;broad participation establishes identity-based trust by inspiring value reso-nance.These four causal relationships collectively constitute the generative mechanism through which dig-ital-intelligent responsiveness influences multidimensional government trust.To fully unleash the multi-layered government trust effects of digital and intelligent responses,we cannot solely pursue technological iterations or formal innovations.Instead,greater emphasis should be placed on the gradual and complex process of building trust at different levels.Therefore,to enhance the effectiveness of government digital-intelligent responsiveness and continually strengthen government trust,efforts should focus on strengthe-ning regulatory frameworks,improving response capabilities,increasing transparency,and encouraging multi-stakeholder participation.This will contribute to building a service-oriented government that satis-fies the needs of the people.
