摘要
近年来,深海新疆域成为国际竞争新高地,全球深海竞争呈现议题安全化、空间军事化、阵营复杂化、规则缺失化等态势。这些新态势的出现,与科技进步和深海治理水平的落差、国际海洋规范的分歧争论,以及大国在深海领域地缘政治博弈加剧密切相关。议题安全化增加深海开发阻力,空间军事化加剧深海军备竞赛,大国博弈干扰深海治理进程,规则缺失化导致深海竞争无序。为有效应对深海竞争新态势,国际社会应凝聚深海治理的广泛共识,健全深海治理合作的机制框架,推动深海治理规则制定,并着力提升“全球南方”国家在深海科研、开发与治理方面的话语权和能力。
In recent years,the deep sea has become a new focal point of global geostrategic competition.The current global deep-sea competition features the securitization of related issues,the militarization of deep-sea space,increasingly complex geopolitical alignments,and a notable lack of regulatory frameworks.These developments stem from a mismatch between technological advancement and governance capacity,ongoing disputes over international maritime norms,and intensified geopolitical rivalries among major powers in the deep sea.Securitization has heightened the risks of deep-sea exploitation,militarization has escalated an arms race in deep-sea regions,and major-power rivalries have disrupted governance efforts,while the absence of clear rules has led to disorderly competition.To effectively address these emerging challenges,the international community must build broad consensus on deep-sea governance,establish robust mechanisms and frameworks for cooperation,advance rules-making processes,and enhance the capabilities and discourse power of Global South countries in deep-sea research,development,and governance.
