摘要
双循环新发展格局下,传统流通效率评价体系因维度单一等局限,难以适配国内国际双循环协同发展的新要求。本文系统梳理流通效率评价的理论演进与方法创新,揭示现有研究在全局性、多维度协同测度上的不足,提出以“基础效能—双循环协同度与稳定性”为核心维度的流通效率综合评价框架。其中,基础效能指标涵盖流通速度、规模、成本与效益四大传统维度,双循环协同度则从内循环畅通度、外循环通畅度、融合度及稳定性四个层面构建创新性指标,融合城乡设施均衡指数、海外仓覆盖密度、灾后恢复周期等细分指标。重构后的新框架能够拓宽传统单一经济导向的评价维度,为优化资源配置、提升流通体系适应能力提供理论支撑,助力实现双循环格局下流通效率与韧性的提升。
In the new development pattern of dual circulation,the traditional system for evaluating circulation efficiency is constrained by its single dimensionality,making it difficult to adapt to the new requirements of domestic and international dual circulation cooperation.This paper systematically reviews the theoretical evolution and methodological innovations in the evaluation of circulation efficiency,revealing the deficiencies in the holistic and multi-dimensional measurement of existing research.It proposes an integrated framework for evaluating circulation efficiency with“fundamental efficacy dual circulation synergy and stability”as its core dimension.The fundamental efficacy indicators encompass the four traditional dimensions of circulation speed,scale,cost,and benefits.The dual circulation synergy indicator is constructed from the four aspects of domestic circulation flow,international circulation flow,integration,and stability.It integrates sub-indicators such as urban-rural infrastructure balance index,overseas warehouse coverage density,and post-disaster recovery cycle.The newly reconstructed framework expands the single economy-oriented traditional evaluation dimension,providing a theoretical foundation for optimizing resource allocation and enhancing the adaptability of the circulation system,thereby contributing to the improvement of circulation efficiency and resilience under the dual circulation pattern.
