摘要
本文通过对955家重点管理单位排污许可证审核发现问题进行分析,构建排污许可证质量指数(PPQI),对全区14个地(州、市)排污许可证核发质量现状进行评价,结果显示全区重点管理企业排污许可证整体质量不高,处于中等水平。提出需要通过完善审核机制、强化责任意识,夯实技术基础及科技赋能等方式提升排污许可质量。
By analyzing the problems identified in the review of pollution discharge permits for 955 key managed entities,this paper constructs a Pollution Permit Quality Index(PPQI)to evaluate the current status of the issuance quality of pollution discharge permits in 14 prefectures and cities across the region.The evaluation shows that the overall quality of pollutant discharge permits for key management enterprises in the region is not high and is at a level of below average.It is proposed that the quality of pollution discharge permits can be improved by perfecting the review mechanism,strengthening responsibility awareness,consolidating technical foundations,and empowering with science and technology.
