信息治理背景下的“数字形式主义”:表现样态、生成逻辑与纠治机制——基于组织学的理论视角被引量：1

"Digital Formalism"in the Context of Information Governance:Manifestations,Logic of Generation,and Correction Mechanisms——From the Perspective of Organizational Theory

摘要信息作为国家统治的基础和国家行动的目标,信息治理就是国家治理的主线。然而在数字时代,国家治理实践中所谓“数字信息赋能”异化为“数字形式主义”的悖论现象却屡见不鲜。针对这一悖论现象,本文基于组织学的理论视角,通过对于海量且扁平的数字信息形式与科层组织的“压力型体制”、精准且透明的数字信息形式与科层组织的“委托-代理制”、多元且流动的数字信息形式与科层组织的“目标责任制”进行考察,指出当各级科层组织普遍用既有不变的信息治理机制去处理迭代变化的数字信息形式时,数字信息形式就有可能会在不断消解信息治理机制的治理有效性过程中,诱发各级科层组织的“数字形式主义”。基于这一生成逻辑,本文认为要纠治“数字形式主义”,各级科层组织必须围绕迭代变化的数字信息形式,及时更化信息治理机制,从而才能真正发挥“数字信息赋能”的治理优势。 As the foundation of national governance and the goal of national action,information governance is the main line of national governance.However,in the digital age,the paradoxical phenomenon of the so-called"digital information empowerment"being transformed into"digital formalism"in national governance practice is not uncommon.In response to this paradoxical phenomenon,based on the theoretical perspective of organizational science,this article examines the relationship between massive and flat digital information forms and the"pressure-based system"of hierarchical organizations,precise and transparent digital information forms and the"delegation-agency system"of hierarchical organizations,and diverse and fluid digital information forms and the"target-responsibility system"of hierarchical organizations.It points out that when hierarchical organizations at all levels generally use existing and unchanged information governance mechanisms to handle iterative changes in digital information forms,digital information forms may induce"digital formalism"in the process of continuously dissolving the governance effectiveness of information governance mechanisms.Based on this generative logic,this article believes that in order to rectify"digital formalism",various levels of bureaucratic organizations must focus on the iterative changes in digital information forms and timely update information governance mechanisms,so as to truly leverage the governance advantages of"digital information empowerment".
