摘要
体制顺、机制活,则人才聚、城乡兴。改革开放以来,我国持续推进城乡融合发展体制机制,其根本逻辑在于它是推动产业协调发展、促进全面深化改革以及实现农业农村现代化的战略手段和政策表达。历经市场导向的探索、分类改革导向的全面展开和融合汇通导向的深化拓展,中国城乡发展融合发展体制机制逐渐完善,但仍面临诸多挑战,主要包括认知藩篱、要素失衡、发展同质以及技术悬浮。在中国式现代化视域下,探讨实现城乡融合发展,就要从构建认知范式转换机制、空间治理协同机制、差异发展诱导机制及数字赋能嵌入机制等方面着手,努力完善高质量城乡融合发展体制机制的新格局。
Efficient institutions and adaptive mechanisms foster talent aggregation and urban-rural revitalization.Since the reform and opening up,China has continued to promote the urban-rural integrated development system mechanism,its fundamental logic is that it is a strategic means and policy expression to promote the coordinated development of industry,promote the comprehensive deepening of reform and realize the modernization of agriculture and rural areas.After the market-oriented exploration,the comprehensive expansion of the classification reform orientation and the deepening and expansion of the integration and convergence orientation,the system and mechanism of the integrated development of urban and rural development in China has gradually improved,but it still faces many challenges,mainly including cognitive barriers,factor imbalance,development homogeneity and technology suspension.In the perspective of Chinese-style modernization,to explore the realization of urban-rural integrated development,we should start from the construction of cognitive paradigm transformation mechanism,spatial governance coordination mechanism,differential development induction mechanism and digital empowerment embedded mechanism,and strive to improve the new pattern of high-quality urban-rural integrated development system and mechanism.
