摘要
新时代以来,我国区域经济发展取得了一系列成效:区域经济规模与水平同步增长、区域高质量发展水平持续提升、区域协调发展逐渐步入高水平协调发展阶段,为我国“十五五”时期区域经济的发展提供了良好基础。区域经济的发展与新发展理念中创新驱动、协调共进、绿色高效、开放共赢、共享和谐的科学内涵和本质要求紧密契合。伴随着区域发展战略的深入实施与数字经济的发展,区域空间格局、产业空间格局持续演变,为区域经济带来新的机遇。与此同时,区域经济在区域差距、区域协调发展、城乡均衡发展和特殊区域发展方面依然存在亟待解决的问题。基于此,文章提出面向“十五五”时期区域经济发展的具体路径探索:一是通过区域协调发展战略、区域重大战略与新型城镇化战略的纵深推进,培育区域经济增长极,发挥城市化动力机制,促进我国区域高质量协调发展。二是通过优化重大生产力布局、促进实体经济与数字经济深度融合、完善资源要素流动机制等举措,实现区域空间一体化,发挥数字经济与巨大市场的拉动作用。
Regions,as spatial carriers of the national economy,are closely linked to socio-economic development.Since socialism with Chinese characteristics has entered a new era,China’s regional economic development has achieved significant progress,marked by synchronous growth on regional economic scale and level,continuous improvement in high-quality development,and entry into a high-level coordinated development stage.These achievements have laid a solid foundation for regional economic development during the 15th Five-Year Plan period.The development of the regional economy aligns with the new development concepts,which emphasize innovation-driven progress,coordination,green efficiency,open cooperation,and shared harmony.With the deepening of regional development strategies and the growth of the digital economy,regional and industrial spatial patterns are evolving,bringing new opportunities for the regional economy.However,challenges remain in addressing regional disparities,coordinated development,urban-rural balance,and the development of special regions.This paper proposes specific paths for regional economic development during the 15th Five-Year Plan period.By advancing the regional coordinated development strategy,major regional strategies,and new urbanization strategy,it aims to cultivate regional economic growth poles and promote high-quality coordinated development through urbanization dynamics.Additionally,by optimizing the layout of major productive forces,fostering deep integration of the real and digital economies,and enhancing resource and factor mobility,it seeks to achieve regional spatial integration and leverage the digital economy and the driving force of the vast market.
