传统农区新型农业经营主体联农带农现实困境及应对策略

The Practical Challenges and Coping Strategies of New Agricultural Business Entities in Farmer Linkage in Traditional Agricultural Regions

摘要 “大国小农”是我国基本国情和农业现状,新型农业经营主体是衔接小农户与现代农业的重要纽带。随着新型农业经营主体联农带农机制逐步完善,我国传统农区新型农业经营主体联农带农情况总体向好,其辐射带动效应逐渐增强,产业增值收益农户共享,且联农带农模式丰富多样,农业产业链条不断延伸,但仍面临生产成本不断攀升与种粮效益下降并存、政策供给与需求匹配度不高、融资乏力与人才短缺共同约束等现实困境,制约新型农业经营主体联农带农取得新的成效。针对上述问题,从“政”“社”联动、“技”“才”共育、“产”“销”协同、“量”“质”齐抓等方面,提出进一步优化新型农业经营主体联农带农机制的对策建议。 "Large Country with Small-Scale Farming"constitutes China's fundamental national condition and current agricultural reality.New agricultural business entities serve as crucial linkages connecting smallholder farmers with modern agriculture.With the gradual improvement in farmer linkage mechanism among new agricultural business entities,China's traditional farming regions have seen overall positive progress in connecting smallholders with modern agriculture.These entities have enhanced their spillover effects,enabled farmers to share value-added industrial benefits,developed diverse linkage models,and extended the agricultural industry chain.However,it still faces practical challenges such as persistently rising production costs and declining grain production efficiency,a mismatch between policy supply and actual demand,insufficient financing,and talent shortage.These constraints severely hinder the effectiveness of new agricultural business entities in facilitating farmer linkages and agricultural development.To address these challenges,targeted policy recommendations are proposed to optimize the farmer linkage mechanism of new agricultural business entities through coordinated efforts in four dimensions,including government-society collaboration,technology-talent co-development,production-marketing coordination,and simultaneous improvement of both quantity and quality.
