摘要
探索构建高校安全治理的“双金字塔模型”:“民生需求塔”以学生发展为核心,整合心理安全、学术安全、社会服务安全三维体系;“安全保障塔”依托责任共同体、智慧中枢、网格管理及安全文化基因四维架构提供支撑,并通过制度协同、技术融合、文化浸润等路径,推动安全治理由被动防御转向主动育成。
This study explores the construction of a"double pyramid model"for security governance in colleges and universities:the"pyramid of people′s livelihood demand"centers around students′development,integrating a three-dimensional system of psychological safety,academic safety,and social service safety;the"pyramid of safety guarantee"relies on the support of a four-dimensional framework of a community of responsibility,a smart hub,grid management,and safety culture genes.Through institutional collaboration,technological integration,and cultural infiltration,it promotes the shift of safety governance from passive defense to proactive cultivation.
