摘要
陆上石油天然气开采企业面临装备体量大、连续生产带来的高风险及多重安全生产挑战。文章基于钻井队、油田联合站、天然气净化厂(处理厂)的生产运行数据和模型应用场景,采用模块化设计,从基础管理、作业管理和现场管理三个方面构建了包含文档与信息管理、人员管理、安全风险管控与隐患排查治理等12个要素(模块)的安全管理体系。论述了通过将安全生产与智能化技术手段有效融合如何赋能陆上石油天然气开采,实现油气生产/作业全要素、全过程的安全风险全面感知、实时分析、动态管控和自适应优化,进而助力陆上石油天然气开采安全治理体系建设和能力现代化,推动陆上石油天然气企业数字化转型和智能化发展。
Onshore oil and gas extraction enterprises are facing high risks and multiple safety production challenges due to large-scale equipment e and continuous production.In this article,based on the production data and model application scenarios of drilling teams,oilfield joint stations,and natural gas purification plants(processing plants),using modular design method,the safety management system consisting of 12 elements(modules)including document and information management,personnel management,safety risk control,and hidden danger investigation and governance was structured from three aspects:basic management,operation management,and on-site management.It was discussed that how to empower onshore oil and gas extraction by effectively integrating safety production and intelligent technology to achieve comprehensive perception,real-time analysis,dynamic control,and adaptive optimization of safety risks in all elements and the entire processes of oil and gas production/operations.Then,this will contribution to the construction and modernization of the safety governance system for onshore oil and gas extraction,and the promotion of the digital transformation and intelligent development of onshore oil and gas enterprises.
