摘要
本文旨在构建完善的综合货运枢纽运行监测工作体系和工作管理机制,以促进综合货运枢纽运行监测工作科学、高效开展。通过深入分析综合货运枢纽运行监测存在问题、构建运行监测指标体系、设计指标数据获取方案,提出现有体制框架下综合货运枢纽运行监测工作体系和工作管理机制,明确不同监测指标责任主体、指标报送等内容,确定监测分析制度及监测分析内容。研究指出,综合货运枢纽运行监测工作体系可依托现有协调工作机制基础开展,围绕四类监测对象,针对不同运行监测指标,制定数据报送方式,并形成包含信息监测功能、运行诊断功能、运行协调功能、反馈评估功能的闭环监测工作机制。
The objective of this paper is to construct a comprehensive and robust operational monitoring system and management mechanism for integrated freight hubs,thereby facilitating the scientific and eficient conduct of operational monitoring activities.By conducting an analysis of the existing issues in the operational monitoring of integrated freight hubs,establishing a monitoring indicator system,and designing a data acquisition plan,the paper proposes a monitoring work system and management mechanism within the existing institutional framework.It clarifies the responsible entities for different monitoring indicators,the reporting of indicators,and establishes a monitoring analysis system along with the content of the analysis.The study indicates that the operational monitoring work system for integrated freight hubs can be initiated based on the foundation of existing coordination mechanisms.It focuses on four types of monitoring objects and develops data reporting methods for different operational monitoring indicators.Furthermore,it forms a closed-loop monitoring work mechanism that includes information monitoring,operational diagnostics,operational coordination,and feedback assessment functions.
