摘要
健康中国战略背景下,社区生活圈成为合理配置医疗卫生资源与重塑健康服务供给的新途径。通过系统分析健康社区生活圈与健康城市的协同机制,运用POI数据和遥感影像图识别城市健康资源,采用两步移动搜索法和香农-维纳多样性指数,研究西安市高新区健康资源的时空分布特征,合理配置健康资源和优化服务设施供给。研究表明:①人与环境相互协作是健康社区生活圈构成的核心,重构健康社区生活圈需要综合作为健康基础的物质环境、保障健康持续的设施载体与共享共治的空间经营,创建健康城市协同生活圈理念的耦合框架,促进构建思路的转变,从无损健康转向主动干预;②健康资源评价指标繁杂,基于配套设施对健康影响途径分析,将其整合为健康资源可达性、安全防灾高效性、日常活动友好性和健康人文引导性,通过进一步指标细化,重构健康社区生活圈的评价体系;③设施分布情况与其地理区位关联密切,不同类型的设施之间差异较为明显,设施可达性对健康社区重构的影响随中心度递减;④健康城市相关规划与生活圈规划重组,需要明确规划流程,构建韧性传导体系,优化各层级生活圈空间构成,分级分类对差异化需求进行供给。
Under the Healthy China strategy,the community living circle has become a new approach to the rational allocation of medical and health resources and reconfiguring health service delivery.By systematically analyzing the collaborative mechanism between the healthy community living circle and the healthy city,using POI data and remote sensing imagery to identify urban health resources,and employing the two-step moving search method and the Shannon-Weiner diversity index,this study investigated the spatio-temporal distribution characteristics of health resources in the High-Tech Zone of Xi’an,thereby rationally allocating health resources and optimizing the supply of service facilities.The research findings are as follows:①The mutual cooperation between humans and the environment is the core of the healthy community living circle.Reconstructing the healthy community living circle requires an integrated approach that includes the material environment as the foundation of health,the facility carriers that ensure the continuity of health,and the shared and co-governed spatial management.This creates a coupled framework for the concept of a healthy city collaborative living circle,promoting a shift in the construction approach from a non-damaging health perspective to an active intervention.②The evaluation indicators for health resources are complex.By analyzing the pathways through which supporting facilities affect health,they are integrated into accessibility of health resources,efficiency of safety and disaster prevention,friendliness of daily activities,and guidance of healthy humanities.Through further refinement of these indicators,the evaluation system for the healthy community living circle is reconstructed.③The distribution of facilities is closely related to their geographical locations,with significant differences between different types of facilities.The impact of facility accessibility on the reconstruction of healthy communities decreases with the centrality.④The related planning of a healthy city and the reorganization of living circle planning require a clear planning process,the construction of a resilient transmission system,and the optimization of the spatial composition of each level of living circle,with differentiated needs being met through graded and categorized supply.
