摘要
随着低空经济和无人机产业的高速发展,低空空域呈现出异构性、动态性、高度耦合性和有人/无人混合运行的复杂特征,空域安全风险显著提高;但现有低空管理技术体系局限于单一技术,难以应对复杂多变的低空态势,亟需构建一体化的低空管理技术体系,以降低低空安全运行风险。为此,系统分析了低空管理的内涵特征以及面临的技术挑战,从低空监视、管制调度、反制打击三个方向阐述低空安全管理的关键技术现状,并从多源数据融合监视、动态调控、分级反制三个维度展望未来低空管理技术的发展方向,以期为低空飞行器的安全管理提供参考。
With the continuous deepening of low altitude economic reform and the rapid development of the unmanned aircraft industry,low altitude airspace presents the complex characteristics of heterogeneity,dynamics,high degree of coupling and mixed manned/unmanned operation,which leads to a significant increase in airspace safety risks.However,the existing low altitude management technology system is still limited to a single mode,which is difficult to effectively and synergistically respond to the complex and changing low altitude situation,and it is urgent to build an integrated low altitude management technology system to reduce the risk of low altitude safety operation.To address this challenge,an integrated low altitude management technology system is urgently needed.We systematically analyze the intrinsic characteristics of low altitude management and its associated technical challenges.Subsequently,the current status of key technologies for low altitude safety management is elaborated from three directions:low altitude surveillance,control scheduling,and countermeasure strikes.Finally,this paper looks forward to the future development direction of low altitude management technology from the three dimensions of multi source data fusion surveillance,dynamic regulation and control,and hierarchical countermeasures,with a view to providing reference and inspiration for the research of low altitude vehicle safety management.
