摘要
为响应“双碳”目标,推动产业绿色低碳转型,针对新建产业项目碳排放绩效评价,通过梳理国内评价方法,构建了一套多维度评价指标,涵盖资源利用、绿色技术、经济、社会和环境效益5大方面,该指标体系为新建项目提供了量化评估工具。同时建议通过试点验证碳绩效评价体系的科学性,结合地区实际调整相关指标,确保评价公正性和有效性,并与项目投资、建设审批等环节紧密结合,激励产业提升碳排放绩效。
In order to respond to China's“dual carbon”goals and promote the green and low-carbon transformation of industries,a set of multi-dimensional evaluation indexes covering five major aspects of resource utilisation,green technology,economy,society and environmental benefits has been constructed for the evaluation of carbon emission performance of newly-built industrial projects by sorting out the evaluation methods in China,and the index system provides a quantitative and quantitative evaluation tool for newly-built projects.The indicator system provides a quantitative assessment tool for new projects.Meanwhile,it is recommended to verify the scientificity of the carbon performance evaluation system through pilot projects,adjust the relevant indexes according to the actual situation in the region,ensure the fairness and effectiveness of the evaluation,and closely integrate it with the project investment,construction approval and other links to incentivise the industry to improve its carbon emission performance.
