摘要
目的构建一套科学、合理的中医类综合医院专科能力评价体系。方法通过文献梳理与专题小组讨论构建评价体系初步框架,并结合专家咨询与层次分析法确定评价体系指标构成与各指标权重。使用TOPSIS法、RSR法以及两者模糊联合法,基于4所中医类综合医院的填报数据,对评价体系进行应用验证。结果构建的评价体系共包含中医药服务能力、中医临床技术水平、医疗质量、发展能力等4个一级指标和44个二级指标,在所有模拟验证方法下,医院A专科能力水平均为最优,其余医院专科能力水平排序存在差异。结论所构建评价体系能够客观评价中医类综合医院专科能力,可为加强中医专科能力建设、提升中医专科医疗服务水平提供决策支持。
Objective To establish a scientific and reasonable evaluation system for the specialty capability of Traditional Chinese Medicine(TCM)comprehensive hospitals.Methods A preliminary framework for the evaluation system was constructed through literature review and focus group discussion.The composition of evaluation indicators and their respective weights were determined through expert consultation and the analytic hierarchy process.The evaluation system was validated through application using data collected and reported from four TCM comprehensive hospitals,employing the TOPSIS method,the RSR method,and their fuzzy combined approach.Results The constructed evaluation system comprises four primary indicators,namely,TCM service capability,TCM clinical technical proficiency,medical quality,and developmental capability,along with 44 secondary indicators.Under all simulated validation methods,hospital A ranked highest in specialty capability,while the rankings of the other hospitals varied.Conclusion The established evaluation system is capable of objectively assessing the specialty capability of TCM comprehensive hospitals,providing decision-making support for strengthening the construction of TCM specialty capability and enhancing the level of TCM specialty medical services.
