摘要
本文以2011年实施的“促进科技和金融结合试点”政策为背景,基于2006—2015年我国268个城市的面板数据,运用双重差分法(DID)实证检验科技金融政策对区域创新能力的影响及其作用机制。研究发现,科技金融政策显著提升了试点城市的本地化创新能力,且在200千米的空间范围内存在明显的空间溢出效应。机制分析表明,科技金融政策通过促进有限空间内城市间的技术互补和引导高技能人才流动,推动了本地化创新能力的提升。异质性分析发现,科技金融政策对产业高级化程度高的城市和东中部区域的城市创新能力提升更为显著。本文的研究为理解科技金融对区域创新能力的影响提供了经验证据,并为优化科技金融政策提供了政策启示。
this paper examines the impact of the integration of technology and finance on regional innovation capability,using the"Pilot Policy for Promoting the Integration of Technology and Finance""implemented in China in 2011 as a background.Based on panel data from 41 pilot cities and 227 non-pilot cities from 2006 to 2015,we employ a difference-in-differences(DID)approach to empirically test the effect of the integration of technology and finance on local innovation capacity.The results show that the pilot pol-icy significantly enhances the local innovation capacity of pilot cities and exhibits a spatial spillover effect within a range of 200 kilo-meters.Mechanism analysis indicates that the integration of technology and finance promotes local innovation capacity by fostering technological complementarity among regions and guiding the flow of high-skilled talent.Heterogeneity analysis reveals that the poli-cy is more effective in cities with higher industrial sophistication and in the eastern and central regions.Our study provides empirical evidence for understanding the impact of the integration of technology and finance on regional innovation capability and offers policy implications for optimizing technology and finance policies.
