摘要
在数字化时代背景下,数据要素的资本化促使其深度嵌入组织的常态化运营考量。然而,数据的抽象性与难以具象化特质,对其有效挖掘与整合提出了更高要求,亟需借助适宜的工具与方法,实现向有形价值的转化。公共数据价值的深度挖掘作为数据要素开发利用的重要组成部分,涉及到数据共享机制建立、数字化流程再造、数据安全保障以及可信数据空间建设等一系列复杂且关键的问题,投入巨大。如何在资源有限的条件下,推动公共管理和服务机构实现数字化转型,有效沉淀数据资产,充分释放数据要素对经济社会发展的积极效能,已成为智慧城市建设亟待破解的核心课题。本文在深入剖析公共数据治理面临的多元挑战基础上,提出了弹性可控的公共数据治理策略,并以深圳市深汕特别合作区的公共数据管理实践为范例,进行了具体的案例展示,为公共数据治理提供了理论与实践相结合的参考范式。
nature and the difficulty of materialization of data pose higher requirements for its effective mining and integration.There is an urgent need to rely on appropriate tools and methods to achieve the transformation into tangible value.The in-depth exploration of the value of public data,as an important part of the development and utilization of data elements,involves a series of complex and crucial issues such as the establishment of a data sharing mechanism,the reconstruction of digital processes,the guarantee of data security,and the construction of a trusted data space,which requires a huge investment.Under the condition of limited resources,how to promote public management and service institutions to achieve digital transformation,effectively accumulate data assets,and fully unleash the positive effectiveness of data elements for economic and social development has become a core issue that urgently needs to be solved in the construction of smart cities.Based on an indepth analysis of the multiple challenges faced by public data governance,this paper proposes an elastic and controllable public data governance strategy.Taking the public data management practice of the Shenzhen Shenshan Special Cooperation Zone as a specific example,it presents a detailed case demonstration,providing a reference paradigm that combines theory and practice for public data governance.
