摘要
面对日益复杂多样的社会安全治理问题,数智图侦技术的应用,对加快公安机关新质战斗力的形成与提升、推进公安工作现代化具有重要作用。在数智图侦技术牵引下,各级公安机关不仅在态势感知能力、应急响应能力、决策调度能力、协同作战能力和犯罪震慑能力上得到了强化,其工作模式也在经历情报供给、平台整合和主动预防的转型升级。数智图侦技术在融入具体公安实践过程中,仍然存在现实情报需求与信息供给质量、数据生成规模与系统处理能力、图侦技术更新与基层培训滞后、部门数据安全与情报信息共享、图侦证据效力与法律适用范畴、工作效率提升与执法技术依赖等新矛盾与新问题。对此,应不断根据实践要求,在推进技术创新的同时,进行技术评估与政策调整。
Facing the increasingly complex and diverse risks to social safety,the application of digital intelligence technology in image investigation has played a positive role in accelerating the formation and enhancement of new quality combat capabilities of public security organs,and promoting the modernization of public security work,driving the improvement and transformation of public security combat capabilities and combat models.Under the guidance of digital intelligence technology in image investigation,public security organs at all levels will not only be strengthened in situational awareness,Emergency response,decision-making and scheduling,collaborative operations,and crime deterrence capabilities,but their combat concepts will also undergo an upgrade and transformation in terms of intelligence supply,platform integration,and proactive prevention.In the process of integrating digital and intelligent video investigation technology into specific public security practices,there still exist new contradictions and problems,such as the mismatch between the actual intelligence needs and the quality of information supply,the disparity between the scale of data generation and the processing capacity of the system,the lag of grassroots training behind the update of video investigation technology,the conflict between the data security of departments and the sharing of intelligence information,the discrepancy between the effectiveness of video investigation evidence and the scope of legal application,and the issue between the improvement of work efficiency and the dependence on law enforcement technology.In response to this,we should continuously conduct technical evaluation and policy adjustment while promoting technological innovation in accordance with practical requirements.
