湖库生态保护策略研究——以长治市漳泽湖为例

Research on Lake Ecological Protection Technology——Taking Zhangze Lake in Changzhi City as an Example

摘要 为了解决漳泽湖面临的水质富营养化、入湖水量锐减及湖滨带生态退化三大问题,为缺水型城市湖泊治理提供范式,以长治市漳泽湖为例,系统分析了存在的主要生态问题,提出了“开展全流域、全过程、全要素的系统化水体治理模式,分区域、分级别、分类型的圈层式空间管控体系,践行保生态、促转型、抓发展的生态化发展模式”的全方位的生态保护与修复策略。实践表明:水质从Ⅳ类-劣Ⅴ类提升至Ⅲ类;年增清洁入库水量0.18亿m^(3),灌溉水利用系数提升至0.71;生态保育区扩增18.6%,防洪达百年一遇标准。该模式通过“系统修复-空间管控-产业协同”机制,实现了水质水量协同保障与生态空间优化,为类似缺水型城市湖泊治理提供了可复制的综合解决方案。 To address the three major ecological issues facing Zhangze Lake-water quality eutrophication,sharp reduction in water inflow,and ecological degradation of the lakeside zone-and to provide a paradigm for the governance of water-scarce urban lakes,this study takes Zhangze Lake in Changzhi City as a case.It systematically analyzes the main existing ecological problems and proposes a comprehensive ecological protection and restoration strategy featuring"a systematic water treatment model covering the entire basin,whole process,and all elements;ring-shaped spatial management and control system divided by regions,levels,and types;and an ecological development model focusing on ecological protection,promotion of transformation,and sustainable development".Practices have shown that:the water quality has improved from ClassⅣ–inferior ClassⅤto ClassⅢ;the annual clean water inflow into the reservoir has increased by 18 million m^(3),and the irrigation water use coefficient has increased to 0.71;the ecological conservation area has expanded by 18.6%,and the flood control capacity has reached the standard of once-in-a-century floods.Through the mechanism of"systematic restoration-spatial management and control-industrial collaboration",this model has achieved the coordinated protection of water quality and quantity and the optimization of ecological space,providing a replicable comprehensive solution for the governance of similar water-scarce urban lakes.
