广西果蔬食品质量安全治理体系创新研究——基于区块链与网格化监管的协同治理路径

Research on the Innovation of Guangxi Fruit and Vegetable Food Quality and Safety Management System-Collaborative Governance Path Based on Blockchain and Grid Supervision

摘要 文章针对广西果蔬产业高速发展中的食品质量安全风险,基于近五年来广西农业农村部门监测数据研究发现:果蔬抽检合格率从97%提升至98%以上,但农药残留超标、微生物污染等问题仍集中于散户生产环节;现行治理体系存在主体协同低效、追溯断链、监管资源错配等瓶颈。提出构建“三链协同”治理框架(产业链标准化、监管链智慧化、责任链制度化),建议实施生产基地分级赋码、区块链追溯系统全域覆盖、检测资源网格化下沉等创新举措,为热带亚热带果蔬主产区食品质量安全治理提供理论参考与实践范式。 The article focuses on the food quality and safety risks in the rapid development of the fruit and vegetable industry in Guangxi.The monitoring data of the agricultural and rural affairs departments in Guangxi over the past five years have been statistically analyzed.It was found that the pass rate of random inspections of fruits and vegetables rose from 97%to over 98%,but problems such as excessive pesticide residues and microbial contamination were still concentrated in the production process of individual farmers.It is believed that the current governance system has bottlenecks such as inefficient colaboration among entities,broken traceability chains,and misalocation of regulatory resources.Therefore,a governance framework for the"three-chain synergy"(standardization of the industrial chain,intelligentization of the regulatory chain,and institutionalization of the responsibility chain)was proposed.Innovative measures such as hierarchical coding of production bases,full coverage of blockchain traceability systems,and grid-based allocation of testing resources are suggested to be implemented.This article provides theoretical references and practical paradigms for the food quality and safety governance in the main tropical and subtropical fruit and vegetable production areas.
