摘要
融合基建投资是国家发展新基建战略的重要内容之一。本文构建以“融合基建投资”为核心的五部门理论模型,借助数理模型分析融合基建投资对区域绿色发展的影响机制,并利用2010-2023年我国省级面板数据进行实证检验。实证结果表明,融合基建投资对区域绿色发展具有显著的正向作用。具体而言,融合基建投资能够促进区域节能减排,推动产业绿色升级和消费绿色升级。机制分析表明,融合基建投资能够通过“技术创新”路径提高企业生产效率,通过“商品交易”路径强化市场选择,通过“就业结构”路径改变消费行为,进而赋能区域绿色发展。此外,地区发展差异对融合基建投资赋能区域绿色发展产生异质性作用。以上研究结论为促进绿色、低碳发展提供了事实依据,也为政府投资类型选择及政策优化提供了经验支持。
Integrated infrastructure investment is one of the crucial projects in the new infrastructure development strategy of China.This article constructs a theoretical model of five departments with the core of“integrated infrastructure investment”,analyzes the impact mechanism of integrated infrastructure investment on regional green development with mathematical models,and conducts empirical testing using provincial panel data between 2010 and 2023 in China.The empirical results indicate that integrated infrastructure investment has a significant positive effect on regional green development.Specifically,integrated infrastructure investment can promote regional energy conservation and emission reduction,and impel green upgrading of industries and consumption.Mechanism analysis shows that integrated infrastructure investment can improve enterprise production efficiency through the path of“technological innovation”,strengthen market selection through the path of“commodity trading”,and change consumption behavior through the path of“employment structure”,thus promoting regional green development.In addition,regional development differences have heterogeneous effects on empowering regional green development by integrated infrastructure investment.The above research conclusions provide a factual basis for promoting green and low-carbon development and empirical support for government investment type selection and policy optimization.
