摘要
为研究固定源排放标准与空气质量目标的协同优化路径,本文阐述了PM_(2.5)二次污染特征对精细化管控的技术需求,分析了现行排放标准与区域环境容量的适配性矛盾、应急减排措施与生产连续性冲突、评价体系与空气质量目标脱节等核心问题,并提出包含三维管控框架、动态限值算法、多主体协商机制及市场化交易体系的设计方案,旨在为未达标城市实现环境容量约束下的精准减排提供理论支撑与技术路径,推动排放管理从“浓度达标”向“空气质量改善”范式转型。
In order to study the collaborative optimization path between emission standards for stationary sources and air quality targets,this paper elaborates on the characteristics of secondary PM_(2.5)pollution and the technical requirements for fine control.It analyzes the core issues such as the incompatibility between current emission standards and regional environmental capacity,the conflict between emergency emission reduction measures and production continuity,and the disconnection between evaluation system and air quality targets.The paper designs a scheme consisting of a three-dimensional control framework,dynamic limit algorithm,multi-party negotiation mechanism,and market-oriented trading system,to provide theoretical support and technical path for precise emission reduction under environmental capacity constraints in cities that fail to meet the standards,and promote the transformation of emission management from“concentration compliance”to“air quality improvement”.
