摘要
在人口老龄化加速与基本养老金可持续性压力凸显的双重挑战下,优化职业年金治理机制成为我国养老保险制度改革的重要议题。我国职业年金治理体系呈现显著碎片化特征:一是制度设计碎片化凸显,引致结构性矛盾与风险累积;二是治理结构碎片化突出,多重委托代理关系引发权责分割问题;三是监管体系碎片化加剧,反映出专业能力不足与法治保障滞后的双重短板;四是技术架构碎片化显著,导致信息壁垒与数据孤岛问题突出。为破解碎片化治理困境,基于整体性治理视角提出系统性整合路径:账户管理维度,推行渐进式“虚账实账化”改革;治理结构层面,构建跨部门协同治理机制;监管体系领域,推进法治化与专业化监管框架建设;技术支撑方面,搭建统一高效的数据共享与管理平台。
Under the dual pressures of accelerating population aging and increasing concerns over the sustainability of the basic pension system,optimizing the governance mechanism of occupational pensions has become a key issue in China's pension reform.The governance system of occupational pension in China shows significant fragmentation.First,the problem of fragmented system design is prominent,leading to structural contradictions and the accumulation of risks.Second,the fragmentation of the governance structure is prominent,and complex principal-agent relationships cause the problem of boundaries of authority and accountability.Third,fragmented regulatory system reflects the dual shortcomings of insufficient professional capacity and lagging legal protection.Fourth,the fragmentation of the technical architecture is significant,resulting in problems of information barriers and data silos.To address the governance dilemma of fragmentation,the study proposes an integrated governance approach from a holistic governance perspective.In the dimension of account management,a gradual reform from notional to actual accounts should be implemented.At the level of governance structure,ross-sectoral coordination mechanisms should be established.In the field of regulatory system,the construction of a legal and professional regulatory framework should be advanced.In terms of technical support,a unified,efficient data-sharing and management platform sould be built.
