摘要
利用撂荒农地发展精品农业是治理农地撂荒的有效途径之一。基于广东省120家新型农业经营主体的调研样本,首先分析了利用撂荒农地发展精品农业的现有模式,并利用Cobb-Douglas前沿生产函数测算出120家新型农业经营主体的效率值,在此基础上,以各种新型农业经营主体的效率值作为观测变量,以利用撂荒农地发展精品农业的不同模式作为控制变量进行了单因素方差分析。结果表明:效率最高的是农业企业牵头的模式,排名最后的是专业种养大户模式,其中农业企业牵头的模式显著高于其他三种模式,农民专业合作社牵头的模式和家庭农场模式显著高于专业种养大户模式,但是农民专业合作社牵头的模式和家庭农场模式之间的差异性不显著。最后,针对研究结论提出对策建议:多途径加大对农业企业的扶持力度;给予农民专业合作社和家庭农场相同的政策待遇;通过年度财政预算加大对专业大户的支持力度。
The utilization of abandoned farmland for the development of high-quality agriculture represents one of the efficacious approaches to tackling the problem of farmland abandonment.Grounded on the survey samples of 120 new agricultural business entities in Guangdong Province,this study initially dissects the extant models of high-quality agriculture development via the employment of abandoned farmland.Subsequently,the Cobb-Douglas frontier production function is employed to compute the efficiency values of these 120 new agricultural business entities.Thereupon,with the efficiency values of diverse new agricultural business entities serving as the observed variables and the distinct models of high-quality agriculture development using abandoned farmland as the control variables,a one-way analysis of variance is carried out.The research findings manifest that the model spearheaded by agricultural enterprises attains the highest efficiency,whereas the model of professional large-scale growers occupies the last position.The model led by agricultural enterprises is conspicuously superior to the other three models.The model led by farmersprofessional cooperatives and the family farm model are markedly higher than the model of professional large-scale growers.Nevertheless,the disparity between the model led by farmerscooperatives and the family farm model fails to reach a statistically significant level.Finally,based on this research conclusion,some decision-making suggestions for the government to refer to are proposed:increasing support for agricultural enterprises through multiple channels;Grant the same policy treatment to farmersprofessional cooperatives and family farms;Enhance support for major professional households through annual fiscal budgets.
