山地油气管道地质风险分段分级评价及管控措施研究

Study on Segmented and Graded Evaluation and Management Measures of Geological Risk of Mountain Oil and Gas Pipeline

摘要 为解决山地油气管道非灾害管段关注度低、穿越段识别模糊及风险管控被动等问题,以实现地质风险主动防控为核心目标,采用形态分类法,依据油气管道线性特征提出穿越段3级划分标准;运用系统构建法,从孕灾能力、易损性和后果损失3个方面建立管道地质风险分级评价方法。同时,融入“早期主动防护”理念,绘制地质灾害点专业监测图谱与各类型段简易监测图谱,并提出“巡专结合”的管理思路。结果表明:本文成功构建涵盖管道穿越段定义、地形地貌细分、风险分级评价的理论框架,形成了包含风险预判、工程治理与监测预警的早期管控措施,为长输油气管道地质风险控制、隐患预先治理及降低管道运行危害提供了有效支撑与实践指导。 In order to address issues such as low attention,ambiguous identification of crossing sections,and passive risk management,in non-hazardous sections of mountainous oil and gas pipelines,achieving proactive geological risk prevention and control was taken as the core aim.Using the morphological classification,a three-tier classification standard for pipeline crossing sections was proposed based on the linear characteristics of oil and gas pipelines.A graded risk evaluation method was established from three aspects of disaster ability,vulnerability,and potential consequence losses using the systematic construction method.At the same time,specialized monitoring graphs for geological hazard points and simplified monitoring graphs for different pipeline segments were drawn according to the concept of the early proactive protection.A management idea of the combination of the patrol and specialized inspection was proposed.The results show that the establishment of a theoretical framework covering the definition of pipeline crossing sections,detailed terrain classification,and risk grading evaluation is successful,and the early-stage management and control measures including risk prediction,engineering management,and monitoring and early warning systems have been formulated,providing effective support and practical guidance for geological risk control,preemptive hidden danger governance,and reducing operational hazards in long-distance oil and gas pipelines.
