摘要
在生态环境保护理念持续深化的今天,党中央指出要大力推进生态文明建设,强化生态环境治理,坚决打好污染防治攻坚战,开创美丽中国建设新局面,这为基层生态环境执法能力的强化指明了前进方向。基层生态环境执法工作是制止污染生态环境行为的主要渠道,其能力强化管理能够进一步促进环境监管法律的切实落实。基于此,本文以生态环境保护为背景,对基层生态环境执法能力强化管理的重要价值展开了分析,并探讨了基层生态环境执法能力的强化管理对策,以期进一步满足人民群众对高质量生态环境的多元需求。
In today's context where the concept of ecological and environmental protection continues to deepen,the Central Committee of the Party has emphasised the need to vigorously promote the construction of ecological civilisation,strengthen ecological and environmental governance,resolutely win the battle against pollution,and create a new scenario for building a beautiful China.This provides a clear direction for the enhancement of grassroots ecological and environmental law enforcement capabilities.Grassroots ecological and environmental law enforcement serves as the primary channel for halting actions that pollute the ecological environment,and the strengthening of its management can further promote the effective implementation of environmental regulatory laws.Against this backdrop,this paper analyses the significant value of enhancing the management of grassroots ecological and environmental law enforcement capabilities,with ecological and environmental protection as the context.It also explores strategies for the enhanced management of these capabilities,aiming to further meet the diverse needs of the public for a high-quality ecological environment.
