摘要
告知承诺制作为“放管服”改革的关键举措,对推动政府职能转型、优化营商环境等具有重要作用。基于“政策工具-政策目标-政策主体”的三维分析框架,对N省告知承诺制政策文本进行量化分析后发现,告知承诺制执行存在政策工具结构不均衡、政策目标组合前瞻性不够、地方单位自主性不足等现实困境。为此,可从均衡配置政策工具、优化政策目标组合、增强地方政策实施自主性等方面系统提升告知承诺制的执行成效。
The informed commitment system—a core measure in China's"streamline administration,delegate power,improve regulation,and upgrade services"reform—advances government transformation and business environment optimization.Using a"Policy Instruments-Objectives-Actors"framework,we quantitatively analyze N Province's policy texts.Findings reveal structural imbalances in policy instruments,insufficient foresight in objective combinations,and limited local implementation autonomy.Solutions include balancing instruments,optimizing objectives,and enhancing local autonomy.
