摘要
科技创新策源能力能够反映国家科技创新的内在潜力,是综合国力竞争的硬核底气。省域发展是国家战略实施的重要支撑,探究省域科技治理与科技创新策源能力的匹配关系对于发挥新型举国体制优势、实施国家创新驱动战略具有重大意义。基于试探性治理理论,运用fsQCA方法,探讨省域多元治理利基对科技创新策源能力、“策”能力、“源”能力提升的联动效应。结果表明:存在“知识—资源型”“资源主导型”“综合驱动型”和“资源—环境型”等4类提升省域科技创新策源能力的组态路径;引致高策源能力与非高策源能力的组态结果呈现因果非对称的“殊途同归”关系;载体建设对于科技创新策源能力的提升具有重要作用;引致高“源”能力与高创新策源能力的组态路径具有较高的相似度;引致高“策”能力的组态路径维度需求更广。研究结果为准确把握省域科技创新策源能力发展现状、因地制宜选择治理利基组合、形成差异化省域科技创新生态提供了理论参考。
Investigating the alignment between provincial science and technology governance and Creational and Original Innovation Capability is of paramount significance for leveraging the advantages of the new nationwide system and executing the national innovation-driven develop⁃ment strategy.Firstly,this paper conducts an in-depth analysis of the connotation and character⁃istics of Creational and Original Innovation.Utilizing data from 30 Chinese provinces from 2013 to 2022,the Entropy Weight-TOPSIS method is employed to measure provincial development trends.Secondly,grounded in experimental governance theory and provincial S&T practices,a three-dimensional experimental governance niche framework encompassing knowledge,environ⁃ment,and resources is developed through policy text analysis.This framework identifies multiple governance niches influencing provincial Creational and Original Innovation Capability.Fuzzy set Qualitative Comparative Analysis(fsQCA)is then applied to investigate the synergistic ef⁃fects of these multiple governance niches on enhancing provincial Creational and Original Inno⁃vation Capability,"Creational Capability",and"Original Capability".The results indicate that:①None of the six governance niches across the three dimensions constitutes a necessary condi⁃tion alone for high provincial Creational and Original Innovation Capability,high"Original Capa⁃bility",or high"Creational Capability".Four compatible schemes for enhancing provincial Cre⁃ational and Original Innovation Capability are identified.②The configurations leading to high versus non-high Creational and Original Innovation Capability exhibit causal asymmetry,dem⁃onstrating"equifinality".Governance vacancies in the resource layer and legitimacy aspects are significant contributors to non-high capability.③The configuration paths leading to high"Origi⁃nal Capability"show considerable similarity to those for high Creational and Original Innovation Capability.Paths leading to high"Creational Capability"demand broader dimensional require⁃ments.④Carrier infrastructure development appears in multiple high-capability configurations,playing a pivotal role in enhancing provincial Creational and Original Innovation Capability,"Original Capability",and"Creational Capability".These findings provide a theoretical refer⁃ence for accurately assessing the developmental status of provincial Creational and Original In⁃novation Capability,selecting context-sensitive governance niche combinations,and fostering differentiated provincial innovation ecosystems.Based on these conclusions,the paper proposes recommendations across three aspects.
