摘要
[目的/意义]厘清媒体型智库舆论引导力建设的短板、抓手和路径,有助于进一步健全舆论引导机制,有效传播主流价值观念。[方法/过程]本文采用层次分析法,围绕主旋律领导力、议程设置力、舆论监控力、国际话语权力、沟通调节力和演化传播力6个分力构建评价指标体系,其次运用德尔菲法邀请领域内专家学者对指标体系进行赋权。在此基础上,筛选5家主流媒体型智库作为参评对象进行实证测评。[结果/结论]三种主流媒体型智库的舆论引导力具有不同优势。为提升其舆论引导效能,综合兼优型可着眼于整合全面优势表达中国声音,优劣参半型需发挥所长调整舆论引导方向,单发优势型可塑造专长培养受众群体,从而共同服务于公众价值观的正向引导和中国话语的权威表达。
[Purpose/Significance]Clarifying the short board,grasp and path of the construction of public opinion guidance of media-based think tanks will help to further improve the public opinion guidance mechanism and effectively spread the mainstream values.[Methodology/Process]This thesis uses AHP to build an evaluation index system around the six components:leadership of dominant narratives,agenda-setting capability,public opinion monitoring capacity,international discourse power,communication mediation ability,and evolutionary dissemination capacity.Delphi method is used to invite experts and scholars in the field to give weight to the index system.On this basis,five mainstream media-based tanks are selected as the participants.[Findings/Conclusion]The study finds that mainstream media-based think tanks have different advantages in guiding public opinion.Comprehensive and excellent type can focus on the integration of comprehensive advantages to express the voice of China,the type with mixed advantages and disadvantages needs to give full play to its advantages and adjust the direction of public opinion guidance,and single shot advantage type can shape expertise and cultivate audience groups,so as to jointly serve the positive guidance of public values and the authoritative expression of Chinese Discourse.
