摘要
基于多源数据分析视角提出一种科技管理路径构建方法,结合聚类分析、主成分分析(PCA)与AHP-TOPSIS联合决策模型对不同路径进行评估与优化。通过聚类分析识别出资源驱动型、市场导向型、人才集聚型与政策引导型四种科技管理路径及其在科研投入、创新产出、协同合作与政策响应等方面的差异。运用PCA分析提取出科研投入、创新产出与协同合作为关键影响因子,通过AHP-TOPSIS方法评估不同路径的权重与优劣势,得出市场导向型为最优管理路径,适用于创新驱动的地区等结论。
Based on the perspective of multi-source data analysis,the study proposes a method for constructing the path of scientific and technological management;evaluates and optimizes different paths through combining joint decision-making model of cluster analysis,Principal Component analysis(PCA)with AHP-TOPSIS;identifies four resource-driven,market-oriented,talent-aggregation-oriented and policy-guided scientific and technological management paths through cluster analysis;and analyzes their differences in scientific research input,innovation output,collaborative cooperation and policy response.Then the study extracts scientific research input,innovation output and collaborative cooperation as the key influencing factors through PCA analysis;and evaluates the weights,advantages and disadvantages of different paths through AHP-TOPSIS method.It is concluded that the market-oriented approach is the optimal management path,and it is suitable for regions driven by innovation.
