摘要
美丽黑龙江建设在美丽中国建设的宏伟蓝图中占据十分重要的地位。习近平总书记始终关心黑龙江的生态文明建设,特别提出“保护生态环境的意义是战略性的”“把黑土地保护好利用好”“冰天雪地也是金山银山”“加快形成新质生产力”等重大科学论断、战略理念,要求黑龙江坚持以人民为中心,统筹发展和安全,促进人与自然和谐共生,在推动东北全面振兴中开创黑龙江高质量发展新局面。通过梳理习近平总书记在黑龙江考察调研时关于生态文明建设重要论述相关文献,概括总结黑龙江生态文明建设方面取得的重大成就和宝贵实践经验,提出大力发展新质生产力,探索森林康养产业释放生态溢出效应,保护黑土资源筑牢农业发展环境安全,深挖冰雪资源价值,践行生态文明建设的典型精神品质等对策建议,不断开创美丽黑龙江建设新篇章。
The construction of a Beautiful Heilongjiang occupies a very important position in the grand blueprint of building a Beautiful China.General Secretary Xi Jinping has always been concerned about the construction of ecological civilization in Heilongjiang Province,requiring Heilongjiang to adhere to the peoplecentered approach,coordinate development and security,promote harmonious coexistence between humans and nature,and create a new situation of high-quality development in Heilongjiang Province in the comprehensive promotion of Northeast revitalization.Especially the major scientific statements and strategic concepts such as"the significance of protecting the ecological environment is strategic""protecting and utilizing the black soil well""world of ice and snow are also invaluable assets"and"accelerating the formation of new-quality productive forces"were put forward by General Secretary Xi Jinping during his inspection in Heilongjiang.This article summarizes General Secretary Xi Jinping's important remarks on ecological civilization construction during his inspection and research in Heilongjiang,summarizes the achievements and practical experience of Heilongjiang in ecological civilization construction,and proposes the strategies include vigorously developing new quality productive forces,exploring the forest wellness industry to release ecological spillover effects,safeguarding black soil resources to reinforce agricultural environmental security,tapping into the value of ice and snow resources,embodying the typical spirit of ecological civilization construction,continuously creating a new chapter in the construction of a Beautiful Heilongjiang.
