高质量发展视角下国有企业科研资金管理研究——以A国有集装箱码头公司为例

Research on Scientific Research Funds Management of State-owned Enterprises from the Perspective of High-quality Development—Taking A State-owned Container Terminal Company as an Example

摘要【目的】为国有企业利用自身优势凝聚科研资金,提升资金利用率,促进成果转化,进而实现高质量发展提供建议。【方法】立足高质量发展要求,以A国有集装箱码头公司为典型案例,采用定性研究、比较研究等方法,分析总结国有企业科技研发、成果转化、科研资金优化等高质量发展的先进做法。【结果】国有企业要走“目标—投入—应用”的科研资金管理路径,具体包括以需求为导向,明确科研目标;多元筹资,拓宽融资渠道;加大投入,实现长效增长;精准配置,提高效率;促进成果转化,实现价值贯通等。【结论】国有企业以“预算分配—风险管控—成果反哺”为导向,动态调整资金投放、绩效评估与风险预警,提高资金使用效率,并通过成果反馈机制,促进资金转化率,实现优化科研资金管理的目标。 [Purposes]Provide suggestions for state-owned enterprises to leverage their own advantages to gather research funds,improve fund utilization,promote achievement transformation,and further achieve high-quality development.[Methods]Based on the requirements of high-quality development,taking A state-owned container terminal company as a typical case,qualitative research,comparative re⁃search and other methods are adopted to deeply study the advanced practices of high-quality develop⁃ment in state-owned enterprises,such as scientific research and development,achievement transforma⁃tion,and optimization of scientific research funds.[Findings]State-owned enterprises should follow the path of"goal-investment-application"scientific research fund management,which specifically includes demand-oriented and clear scientific research goals.Diversify financing and broaden financing chan⁃nels;increase investment to achieve long-term growth;precise configuration to improve efficiency;pro⁃mote the transformation of achievements and realize the integration of value,etc.[Conclusions]State owned enterprises should take"budget allocation-risk control-feedback of achievements"as the guid⁃ance,dynamically adjust fund allocation,performance evaluation,and risk warning,improve the effi⁃ciency of fund utilization,and promote fund conversion rate through the results feedback mechanism,to achieve the goal of optimizing the management of scientific research funds.
