摘要
数据作为数字经济核心生产要素,其基础设施建设是驱动经济社会数字化转型的战略支撑。当前,我国数据基础设施建设已取得跨越式进展:数据供给流通体系不断完善,数据基础设施通过支撑人工智能技术应用、释放了强大数字消费潜力,政策体系初步构建。然而,我国数字基础设施建设仍面临三重挑战:智能算力需求激增与数据中心高能耗矛盾凸显;芯片、操作系统等关键技术对外依存度高,产业链供应链受外部封锁冲击;数据安全威胁加剧,数据确权、流通等制度瓶颈制约要素市场化。为此,应强化政策顶层设计,超前布局算力网络与绿色数据中心,组建国家数据集团以统筹资源;推动技术自主创新与数据要素市场化,培育产业链协同生态;健全数据安全治理体系,加强跨境流通监管与国际规则合作,为数字经济高质量发展筑牢根基。
The infrastructure construction of data which is the core production factor of digital economy is the strategic support driving the digital transformation of the economy and society.At present,China's data infrastructure construction has achieved leapfrog progress:the data supply and circulation system has been continuously improved,the data infrastructure has supported the application of artificial intelligence technology and released strong digital consumption potential,and the policy system has been initially established.However,China's digital infrastructure construction still faces three challenges:the rapid increase in demand for intelligent computing power and the contradiction of high energy consumption of data centers are prominent;the dependence on key technologies such as chips and operating systems is high,and the industrial chain and supply chain are impacted by external blockades;the threat to data security has intensified,and the institutional bottlenecks such as data ownership and circulation restrict the marketization of elements.Therefore,it is important to strengthen top-level policy design,plan ahead for computing power networks and green data centers,and establish a national data group to coordinate resources;promote technological independent innovation and the marketization of data elements,cultivate an industrial chain collaborative ecosystem;and improve the data security governance system and strengthen cross-border circulation supervision and international rule cooperation in order to lay a solid foundation for the high-quality development of the digital economy.
