摘要
                
                    温黄平原低洼地洪涝渍灾及引发的水资源、水环境、调度管理等问题制约了当地社会经济发展。对温黄平原低洼地的分布、面积等进行了调查及实测,并结合当地实际,提出了采用圩区工程、抬高地面、种植结构调整等多种措施的分片治理方案。对接低洼地填高及重大水利工程弃土消纳的双向需求,对重大水利工程弃土资源化就近用于低洼地填高的方案进行了研究。
                
                The Wenhuang Plain is characterized by numerous low-lying areas,and the local social and economic development have been restricted due to the flood and waterlogging disaster and the resulting problems in water resources,water environment,dispatching and management,etc..The distribution and area of low-lying areas in the Wenhuang Plain were investigated and measured.And combined with the local conditions,a zonal treatment plan adopting multiple measures such as polder engineering,land filling,and agricultural structure adjustment was proposed.In response to the dual demands of filling low-lying areas and disposing of spoil from major water conservancy projects,the scheme of resourceful utilization of water spoil from these projects for nearby filling in low-lying areas were studied.
