要使《教育强国建设规划纲要(2024—2035年)》绘就的蓝图变为现实,须着力破解教育强国建设中的重点难点痛点堵点,全面提升教育强国建设的执行力。为助力《教育强国建设规划纲要(2024—2035年)》落地生根,可从以下几个方面发力:适应人口变化形势,优化教育资源配置;牢牢把握教育的人民属性,探索逐步扩大免费教育范围;有序推进中考改革,促进学生全面发展;锚定国家重大战略需求,优化高等教育布局;加强拔尖创新人才培养,助力新质生产力发展;纵深推进高校人才评价改革,强化人才发展动力;推动人工智能与教育深度融合,引领教学研究的深层变革;健全教育强国建设战略性投入机制,确保教育投入满足教育强国建设需求;提升依法治教和管理水平,为教育高质量发展提供法治保障;提升全球教育治理能力,促进更高水平教育对外开放。
To turn the blueprint outlined in the Master Plan on Building China into a Leading-Country in Education 2024-2035 into reality,it is essential to address key difficulties,pain points,and bottlenecks in building China into an education powerhouse and comprehensively enhance execution capabilities.To help the Master Plan on Building China into a Leading Country in Education 2024-2035 take root,efforts can be made in the following ten areas.The first is to adapt to the situation of demographic change and optimize the allocation of educational resources,such as strengthening policy coordination and leading the high-quality development of the population.The second is to firmly grasp the people's attributes of education,and explore the gradual expansion of the scope of free education,such as the gradual implementation of free childcare for families with infants and young children in financial difficulty,and the accelerated implementation of 15-year free education for people with disabilities.The third is to push forward the reform of the secondary school examination in an orderly manner,so as to promote the all-round development of students.The fourth is to optimize the layout of higher education by focusing on the country's major strategic needs,such as moderately expanding the scope of""double first-class"construction.The fifth is to strengthen the cultivation of top-notch innovative talents and help the development of new productive forces,such as the establishment of an integrated and through-train system for cultivating top-notch innovative talents.The sixth is to push forward the reform of talent evaluation in colleges and universities and strengthen the momentum of talent development,such as deepening the reform of classification evaluation and improving the classification evaluation mechanism for job evaluation and recruitment.The seventh is to promote the deep integration of artificial intelligence and education,and lead deep changes in teaching and research,such as accelerating the research and development process of educational big models and promoting the practical application of educational intelligences.The eighth is to improve the strategic investment mechanism for the construction of a strong education nation and ensure that education investment meets the needs of the construction of a strong nation.The ninth is to enhance the level of education governance and management in accordance with the law,and provide legal safeguards for the high-quality development of education.The tenth is to enhance the capacity of global education governance and promote the opening up of education to the outside world at a higher level.
