摘要
随着沿海地区用海需求的持续攀升,我国开始探索推进海域立体分层设权工作。在实际海域三维立体确权应用过程中,逐渐暴露出产权界定不明晰、缺乏适配的三维海籍登记模式等一系列亟待解决的关键问题。鉴于此,本文针对海域立体分层确权“一张图”构建及三维可视化展开深入探究,对多维立体数据进行系统汇集、整合与精细化管理,以此为基础创新性地提出了三维海籍信息的表达范式,并成功构建出海域立体确权“一张图”体系,达成了海域立体确权的三维可视化精准呈现。经实践验证,借助该体系能够全方位、立体化且可视化地对海面、水体、海床乃至底土等关键要素予以呈现,显著提升了海域立体分层确权工作的直观性与科学性,有力地推动了海域资源的节约集约利用与高效保护,为沿海地区海域资源的可持续开发与管理提供了坚实的理论支撑与实践指导。
With the continuous increase in the demand for sea area utilization in coastal areas,China has begun to explore and promote the work of three-dimensional layered rights establishment of sea areas.In the actual application process of threedimensional layered rights confirmation of sea areas,a series of key problems that urgently need to be solved have gradually emerged,such as unclear property rights definition and the lack of a suitable three-dimensional cadastral registration model.In view of this,this article conducts an in-depth exploration on the construction of a"one-map"for three-dimensional layered rights confirmation of sea areas and its three-dimensional visualization.Specifically,this article systematically collects,integrates,and implements refined management on multi-dimensional stereoscopic data.Based on this,it innovatively puts forward an expression paradigm for three-dimensional cadastral information and successfully constructs a"one-map"system for three-dimensional layered rights confirmation of sea areas,achieving the precise three-dimensional visualization of threedimensional layered rights confirmation of sea areas.Practical verification shows that,with the help of this system,key elements such as the sea surface,water body,seabed and even subsoil can be presented in an all-round,three-dimensional and visual manner,which significantly improves the intuitiveness and scientific nature of the work on three-dimensional layered rights confirmation of sea areas,effectively promotes the economical,intensive utilization and efficient protection of sea area resources,and provides solid theoretical support and practical guidance for the sustainable development and management of sea area resources in coastal areas.
