摘要
信息化管理是优化资源配置、提升管理工作能力的重要路径。本文以辽宁省企业创新积分量化评价平台为研究对象,针对传统科技企业创新能力评价中存在的数据真实性不足、应用场景局限等问题,提出构建多源政务数据整合的创新积分量化评价平台。该平台通过标准化接口对接市场监管、知识产权等政务系统,利用分布式计算等技术实现数据安全融合与动态更新,构建涵盖研发投入、创新人才等多维度的创新积分模型。研究结果表明,平台通过机器学习算法挖掘创新要素间的非线性关联,形成企业创新精准画像,有效提升金融机构风险评估与政策制定的科学化水平。同时,平台创新积分嵌入机制优化了科技金融产品设计,促进产业链跨域协同与区域创新网络互认体系构建,为科技金融生态中数据要素的市场化配置提供技术支撑。平台实践验证了信息化管理工具在提升金融资源配置效率、驱动政策动态调整及赋能企业战略决策中的多重价值,为科技金融政策工具创新提供了可复制可推广的实施框架。
Information-based management serves as a critical pathway for optimizing resource allocation and improving managerial efficiency.This paper takes the Liaoning Provincial Enterprise Innovation Credit Quantitative Evaluation Platform as a case study,focusing on issues such as insufficient data authenticity and limited application scenarios in traditional innovation capability evaluations.The study proposes constructing an innovation credit quantitative evaluation platform integrating multisource government data.By standardizing interfaces with market regulation and intellectual property systems,the platform utilizes distributed computing,federated learning,and block-chain technology to achieve secure data integration and dynamic updates,establishing a multi-dimensional innovation credit model covering R&D investment and innovative talent.Research findings indicate that the platform employs machine learning algorithms to uncover nonlinear relationships among innovation elements,generating precise enterprise innovation profiles that enhance financial institutions'risk assessment and policy formulation.Additionally,the platform's credit embedding mechanism optimizes sci-tech financial product design,fosters cross-industry collaboration,and builds regional innovation network mutual recognition systems,providing technical support for market-oriented data allocation in the sci-tech finance ecosystem.Practical implementation validates the platform's multifaceted value in improving financial resource allocation efficiency,driving policy adjustments,and empowering strategic enterprise decisions,offering a replaceable framework for innovating sci-tech finance policy tools.
