摘要
为推进铁路电务专业高质量发展,以广州铁路局为样本,在强化“预防预控,预警预测”安全理念基础上,提出6项专业管理措施:建好电务安全监测监控技术体系(8D);持续管控好设备、人员“两个状态”;抓好维修、施工、应急处置“三项作业”;管好联锁软件及配线变更;把好联络、防护、上道、带电、有限空间作业“五个关键环节”;掌握软件数据、设备型号、技术方案、岗位人员、行车条件、环境“六个变化”等。此外,阐述广州铁路局以电务安全监测监控技术体系为平台,推进年度、月度、每周和日常生产计划与实施方面的思考与做法,在深化数字化赋能、提升专业管理能力、坚持维修体制改革,以及推动专业管理高质量发展等方面的实践成果。经在广州铁路局应用,上述管理措施带来了良好效果,信号设备故障较5年前下降62%,实现车间班组台账报表电子化率50%以上,专业管理标准化、数字化程度大幅提高。
In order to promote the high-quality development of railway signal and communication engineering,taking Guangzhou Railway Bureau as an example,based on the strengthening of the safety concept of“prevention and control,early warning and prediction”,six professional management measures have been proposed,including establishing an signal and communication safety monitoring and control technology system(8D),continuously controlling the states of equipment and personnel,focusing on the operations of maintenance,construction,and emergency disposal,managing interlocking software and wiring changes,controlling the key links of communication,protection,on-track operations,live-wire operations,and limited space operations,as well as mastering the six changes in software data,equipment models,technical solutions,post personnel,train operation conditions,and environment.In addition,the thoughts and practices of Guangzhou Railway Bureau in promoting annual,monthly,weekly,and daily production plans and implementation through the 8D platform are introduced.The practical achievements in deepening digital empowerment,enhancing professional management capabilities,adhering to maintenance system reform,and promoting high-quality development of professional management are also presented.The practical application of Guangzhou Railway Bureau shows that the above measures have achieved good effects on signal and communication department management.Signal equipment failures have decreased by 62%compared to five years ago,the rate of electronization of workshop team log reports is over 50%,and the degree of standardization and digitization in professional management has significantly increased.
