摘要
为引导共建“一带一路”国家风电及其上下游产业朝着更加绿色、可持续的方向发展,同时考虑到ESG理念已成为衡量企业可持续发展的重要标尺,有必要构建一套基于ESG理念的风电项目绿色评价指标。通过对比分析国内外有代表性的风电绿色评价相关标准规范,发现生态环保是其核心内容,与绿色发展理念高度契合。此外,光影闪烁、资源节约以及低碳减排等内容,在提升资源利用效率与缓解气候变化方面扮演着重要角色。结合ESG理念分析发现,现行标准规范绿色属性不够全面,在社会民生以及项目治理方面存在明显不足,有必要补充社会贡献、文化尊重、财务状况、安全生产以及创新性等指标。从全生命周期角度出发,现行标准规范主要聚焦于设计、施工和运营阶段,忽视了退役阶段的影响,需要进一步纳入绿色退役等指标。从全产业链角度来看,现行标准规范更多地关注风电项目本身,对相关产业的考量不足,应增加上游绿色供应、下游绿色消纳等指标。基于上述分析,最终构建了“一带一路”风电项目绿色评价指标框架,涵盖动植物保护、节能、减排、绿色产业链、社会贡献等23项指标类别,并对每一项指标给出了考核要点建议,可为后续全面建立“一带一路”风电绿色评价体系提供有益参考。
To guide the development of winul power and its upstream and downstream industries in the Beltand Road partner countries towards a greener and more sustainable direction,and considering that the ESGconcept has become an important yardstick for measuring the sustainable development of enterprises,it is nec-essary to establish a set of green evaluation indicators for wind power projects hased on the ESG,concept.Bycomparing andl analyzing representative standLards and norms related to green evaluation of wind power athome and abroad,it is found that ecological and environmental protection is its core content,which is highlyconsistent with the concept of green development.In adition,elements such as the flickering of light andshadow,resource conservation and low-carbon emission reduction play a significant role in enhancing resourceutilization efficiency and nitigating climate change.Based on the ESG concept,it is found that the green at-tributes in the current standands and norms lack comprehensiveness.There are obvious deficiencies in socialwelfare anl peoject governance.Ilt is necessary to supplement indicators such as social contribution,cultural re-spect,financial status,salety production and innovation.From the perspective of full life cycle,the current stan-dandls and norms mainly focus on the design,construction and operation stages,while ignoring the impact afthe decommisioning stage.It is necessary to further incorporate indicators such as green decommissioning.Fromthe perspective of the whole industrial chain,the current standards and norms focus more on wind power pro-jects themselves and give insullicient consideration to related industries.Ilnadlicators such as green supply in theupstream and green consumption in the downstream should be added.Based on the above analysis,a green e-valuation index framework for wind power projects unler the Bel anl Road lnitiative is finally conslructedl,covering 23 index categories such as animal and plant protection,energy conservation,emission reduction,greenindustrial chain and social contrilution.Ssuggestions for key assessment points are provided for each index,pro-viding useful reference for subsequently establishing a comprehensive green evaluation system for wind powerunder the Belt and Road Initiative.
