摘要
生态环境导向的开发(EOD)模式是解决生态环境治理资金需求、促进生态优势转化为发展优势的重要手段。本研究系统总结国家和相关省份EOD试点的政策实践与发展历程,分析EOD试点推进情况和总体特征,总结实施过程中在政策系统设计、一体化实施和反哺机制等方面存在的主要问题和挑战。针对区域特征、要素特征,探索设计符合广东省实际的试点方向和实施路径,并提出优化推进EOD模式试点的政策建议。
The implementation of the EOD project is an important way to solve the capital requirement of eco-environment management and transform eco-environment endowment into economic development advantages.This study systematically clarifies the policies of the EOD model in China and related provinces,and analyzes the pilot status of the practical exploration.It is believed that the difficulties include the lack of the standardized policy,the integrated implementation of related industries,and the synergistic eco-value realization mechanism.To promote the further development of the EOD practice,corresponding policy recommendations are recommended based on the regional characteristics and development contents.
