摘要
政策性农业保险能够有效分散风险,补偿农户损失以及稳定农业生产,是我国农业发展过程中一项重要的政策。通过以甘肃省14个市(州)作为研究对象,利用DEA模型测算甘肃省2013—2022年农业保险运行效率,然后运用Tobit模型分析农业保险效率的影响因素。由此提出优化甘肃省农业保险效率的建议,结果显示兰州市、天水市、定西市、陇南市农业保险DEA有效。农林水事务支出、农业保险保费收入、农作物播种面积、农业保险赔付支出对农业保险效率影响显著。
Policy-based agricultural insurance is an important policy in China's agricultural development process,which can effectively disperse risks,compensate farmers'losses and stabilize agricultural production.This study takes 14 cities(prefectures)in Gansu Province as the research object,uses DEA model to estimate the agricultural insurance operation efficiency of Gansu Province from 2013 to 2022,and then uses Tobit model to analyze the influencing factors of agricultural insurance efficiency.The results show that the DEA of agricultural insurance in Lanzhou,Tianshui,Dingxi and Longnan is effective.The expenditure of agriculture,forestry and water affairs,the premium income of agricultural insurance,the sown area of crops and the payment expenditure of agricultural insurance have significant effects on the efficiency of agricultural insurance.
