基于SWOT分析的天津市设施蔬菜数字化发展建议

摘要为进一步探索天津数字赋能特色产业振兴的有效路径,以设施蔬菜为切入点,运用SWOT分析法对产业数字化发展的优势、劣势、机会和威胁进行了分析。结果发现,天津市设施蔬菜在数字场景应用、数字试点建设、数字创新体系、企业共建方面具有优势,在数字农业政策、数字产业基础、“乡村大脑”布设、智创高地建设等方面带来了机遇,但设施蔬菜数字化发展仍处于试点探索期,存在数字基础建设有短板、智慧生产水平不高、数字赋能产业延伸不足等劣势,以及设施老化陈旧、劳动力老龄化、人才匮乏、产业经济效益偏低等不利因素。为此,笔者从基础设施提升、关键技术攻关、数字主体培育、智慧工程示范、持续政策保障等5个方面提出加快设施蔬菜数字化发展的保障措施,以期助推天津市设施蔬菜数字化转型升级。 To further explore effective pathways for the digital empowerment of characteristic industry revitalization in Tianjin,this paper focused on facility vegetable.We employed the SWOT analysis method to evaluate the digital development of the industry,focusing on its strengths,weaknesses,opportunities,and threats.The analysis revealed that Tianjin's facility vegetable had advantages in digital scenario applications,digital pilot construction,digital innovation systems,and enterprise co-construction.Opportunities arose from digital agriculture policies,digital industry infrastructure,the"rural brain"deployment,and intelligent innovation hub construction.However,the digital development of facility vegetable was still in its pilot exploration phase,with weaknesses including gaps in digital infrastructure,low levels of smart production,and insufficient digital empowerment in industry extension.Additionally,there were unfavorable factors such as aging facilities,an aging labour force,a shortage of talent,and low economic benefits from the industry.Consequently,the author proposed five measures to accelerate the digital development of facility vegetable:enhancing infrastructure,addressing key technology challenges,cultivating digital entities,demonstrating smart engineering,and ensuring continuous policy support,with the aim of promoting the digital transformation and upgrading of facility vegetable in Tianjin.
