摘要
低空经济的快速发展显著拓展了人类空间利用的维度,为城市发展注入了全新的空间拓展动力。本研究从低空经济对城市空间需求的影响出发,分析其在宏观、中观和微观层面上的作用机制。在宏观层面,低空经济推动城市向更加立体化、网络化方向发展,促进区域资源优化配置;在中观层面,低空经济加速新兴产业集聚,对城市基础设施建设提出新要求;在微观层面,低空经济催生人机交互新场景,需重构现有的产城空间以满足居民和产业发展需求。研究表明,低空经济的发展对传统城市规划范式提出了挑战,包括规划用地、功能布局和空间使用权限等方面。为此,本文提出了国土空间与空域协同规划、多维规划与弹性用地协同、前瞻性引导低空产业布局以及以人为本的空间治理能力提升等策略,以期为我国低空经济的持续健康发展提供有益参考。
The rapid development of low-altitude economy has significantly expanded the dimensions of human spatial utilization,injecting new impetus for urban spatial expansion.This study examines the impact of the low altitude economy on urban spatial demand,analyzing its mechanisms at macro,meso,and micro levels.At the macro level,the low-altitude economy drives cities towards a more multidimensional and networked spatial structure,optimizing regional resource allocation.At the meso level,it accelerates the clustering of emerging industries and imposes new requirements on urban infrastructure.At the micro level,it generates novel human-machine interaction scenarios,necessitating a reconfiguration of existing urban spaces to accommodate both residential and industrial needs.The study identifies several challenges posed by the low-altitude economy to traditional urban planning paradigms,including land use allocation,functional layout,and spatial governance.In response,the study proposes strategies such as integrated territorial and airspace planning,coordinated multi-dimensional planning with flexible land use policies,proactive guidance for low-altitude industry deployment,and human-centered spatial governance improvements to support the sustainable and orderly development of the low-altitude economy.
