摘要
“好社区”是衔接建筑与城区的重要桥梁,也是推动城乡建设高质量发展、满足人民群众美好生活需求的重要抓手。立足中共二十大报告精神,结合住房和城乡建设部“四好建设”的总体部署和工作要求,从建设目标、技术标准到实践案例,系统探讨了“好社区”建设的核心内涵和实施路径。通过梳理现行技术标准,重点介绍了《好社区技术导则(试行)》(T/CECS 1802—2024)的编制情况及指标体系。通过济南市某社区的典型案例,展示了“好社区”在提升居民生活品质、优化社区治理及推动城市可持续发展中的实践成效。旨在为“好社区”建设提供一定的科学指导和经验借鉴。
"Better community"serves as a crucial bridge connecting buildings and urban districts,as well as an essential tool for promoting high-quality development of urban and rural areas and meeting people's aspirations for a better life.Based on the spirit of the 20th National Congress of the Communist Party of China and in line with the Ministry of Housing and Urban-Rural Development's overall deployment and requirements for"Four-Better Construction",this paper systematically explores the core connotation and implementation pathway of"better community"from the perspectives of construction goals,technical standards,and practical cases.By reviewing current technical standards,the paper focuses on introducing the development process and indicator systems of the TechnicalGuidelineofBetterCommunity(Trial)(T/CECS 1802-2024).Furthermore,through the exemplary case of a community in Jinan,the paper demonstrates the practical achievements of"better community"in improving residents'quality of life,optimizing community governance,and advancing sustainable urban development.This paper aims to provide thoughtful scientific guidance and practical insights to support the development of"better community".
