摘要
自2021年起,新能源汽车在我国广泛普及并积极出海,成了我国出口的“新三样”之一。但是,在这种良好局面下,我国新能源汽车频繁遭遇欧盟、美国等国的多种贸易壁垒。本文通过梳理新能源汽车以及其相关产业链面临的来自欧盟及美国等多国的关税与非关税壁垒,以及东南亚多国对新能源汽车的扶持政策,来分析我国新能源汽车面临的外部环境,提出在国家层面,应建立友好国家清单机制、加大对绿色供应链的扶持政策;在企业层面,应采取本地化策略、优化出海模式的建议。
Since 2021,new energy vehicles have been widely popularized in China and actively going to sea,becoming one of the"new three"of China's exports.However,in this good situation,China's new energy vehicles frequently encounter a variety of trade barriers from the European Union,the United States and other countries.This paper analyzes the external environment faced by China's new energy vehicles by sorting out the tariff and non-tariff barriers faced by new energy vehicles and their related industrial chains from the United States,the European Union and other countries,as well as the support policies of many Southeast Asian countries for new energy vehicles.At the national level,it is proposed to establish a list mechanism of friendly countries and increase support policies for green supply chains,At the enterprise level,it is recommended to adopt localization strategies and optimize the overseas model.
