摘要
科研投入产出效率研究能够定量分析核电企业科技创新工作的优劣势,为后续科研投入提供参考。文章通过绩效评价模型分析比选,结合A核电站科研管理工作的特点,选择恰当的科研投入与产出指标进行典型相关分析,对优选后的指标综合运用三阶段的DEA方法,从产出效率的角度对A核电站近15年来的科研管理工作进行分析和评价。结论发现,A核电站的科研投入产出效率对于外部环境的变化十分敏感,规模效率基本处于较高水平且规模效率递增,但纯技术效率处于较低水平,需要通过科学的管理方法提高效率水平。
The research on input-output efficiency of scientific research can quantitatively analyze the advantages and disadvantages of scientific and technological innovation work in nuclear power enterprises,providing reference for subsequent scientific research investment.This paper analyzes and selects the performance evaluation models,combines the characteristics of the scientific research management of nuclear power plant A,selects appropriate scientific research input and output indicators for canonical correlation analysis,and comprehensively uses the three-stage DEA method for the optimized indicators,from the output From the perspective of efficiency,it analyzes and evaluates the scientific research management work of A nuclear power plant in the past 15 years.The conclusion found that the efficiency of scientific research input and output of nuclear power plant A is very sensitive to changes in the external environment.The scale efficiency is basically at a high level and the scale efficiency is increasing,but the pure technical efficiency is at a low level,and it is necessary to improve the efficiency level through scientific management methods.
